The purpose of the paper is to construct frames for \(L^2(\mathbb{R}^d)\) of the form \(\{g_j(\cdot - x_{j,k})\}_{j\in J,k\in K},\) where \(\{g_j\}_{j\in J}\) is a countable collection of functions and \(\{x_{j,k}\}_{j\in J,k\in K}\) a discrete sequence in \(\mathbb{R}\). The construction is based on a so-called Riesz partition of unity. As special cases, the approach leads to constructions of nonharmonic Gabor frames and irregular wavelet frames. The classical wavelet case is obtained by letting \(g_j(x)= | \det A | ^{j/2} g(A^jx)\) for a fixed function \(g\) and an expansive matrix \(A\); however, the approach in the paper is more general, allowing, e.g., that the matrix \(A\) depends on \(j\).
