Homogeneous weight functions, introduced by Constantinescu and Heise in 1995, appear as a natural generalization of the Hamming weight for codes over a finite field and the Lee weight for codes over a finite ring. In this paper the authors develop versions of the Plotkin and Elias bounds for (not necessarily linear) block codes over finite Frobenius rings equipped with homogeneous weights. The asymptotic versions of these bounds as well as the asymptotic Gilbert-Varshamov and sphere-packing bounds are also established.
