    This paper studies the boundary \(L\) of the Milnor fiber of a non-isolated surface singularity defined by the equation \(f=z^m-g(x,y)=0\), where \(m\geq 2\) and \(g(x,y)=0\) is a non-reduced plane curve germ. The authors prove that \(L\) is a Waldhausen graph manifold; \(L\) is obtained by gluing a submanifold of the boundary of \(f=0\), which is a Waldhausen manifold, and a union of Seifert manifold called the vanishing zone. The authors give an explicit description of the vanishing zone and the method to construct the plumbing graph for \(L\). Then the authors prove that, when \(f\) is irreducible, \(L\) is a lens space if and only if \(f\) is analytically equivalent to \(z^2-xy^l\) for some \(l\geq 2\), and show a concrete description of \(L\) for \(f=z^2-(x^2-y^3)y^l\) with \(l\geq 3\) odd. This paper also includes a summary of plumbed \(3\)-maifolds.
