    The author defines the notion of non-lc ideal sheaves, which are a variant of the more familiar multiplier ideal sheaves for pairs. To each pair \((X, \Delta)\) of a normal variety \(X\) and an \(\mathbb{R}\)-divisor \(\Delta\) such that \(K_X + \Delta\) is \(\mathbb{R}\)-Cartier, he associates an ideal sheaf \(\mathcal{J}_{\mathrm{NLC}}(X, \Delta)\), whose cosupport is the non-lc locus of \((X, \Delta)\). The main result of the paper is the following Restriction theorem. Suppose that \(S+B\) is an effective \(\mathbb{R}\)-divisor such that \(S\) is reduced and normal, \(S\) and \(B\) have no common components, and \(K_X + S + B\) is \(\mathbb{R}\)-Cartier. Then if \(K_S + B_S = (K_X + S + B) |_S\), one has \[ \mathcal{J}_{\mathrm{NLC}}(S, B_S) = \mathcal{J}_{\mathrm{NLC}}(X, S+B) |_S. \] As a consequence, the author is able to extend most of the important results about multiplier ideal sheaves (such as semicontinuity, the subadditivity theorem, and the generic restriction theorem) to non-lc ideal sheaves. The paper also contains a vanishing theorem and a global generation theorem for non-lc ideal sheaves. In a short appendix, the cohomological package for non-klt pairs by Ambro and Fujino is briefly reviewed; the interested reader is advised to consult \textit{O. Fujino} [Proc. Japan Acad., Ser. A 85, No. 8, 95--100 (2009; Zbl 1189.14024)] for more details.
