    This article proves that under a part of the generalized Arthur's \(A\)-packet conjecture, locally generic cuspidal automorphic representations of a quasi-split group over a number field are of Ramanujan type, that is, are tempered at almost all places. Let \(G\) be a quasi-split reductive group over a field \(k\). Assume first that \(k\) is local. Let \(L_k\) be either the Weil-Deligne group of \(k\) if \(k\) is non-Archimedean, or otherwise the Weil group. For an \(L\)-parameter \( \phi : L_k \to \,^L G \), we denote by \(\Pi(\phi)\) the corresponding \(L\)-packet. If \( \psi : L_k \times \mathrm{SL}_2(\mathbb{C}) \to \,^L G \) is an \(A\)-parameter, then \[ \phi_\psi(w) = \psi \left(w, \begin{pmatrix} |w|^{1/2} & 0\\ 0 & |w|^{-1/2} \end{pmatrix} \right) \] defines an \(L\)-parameter \(\phi_\psi\). As the main step for proving the above-mentioned result, the author proves the following: \textbf{Theorem 1.} If a member of the \(L\)-packet defined by \(\phi_\psi\) is unramified and generic, then it is tempered. Now, assume that \(k\) is a number field. Let \(\pi= \bigotimes_v \pi_v\) be a cuspidal automorphic representation of \(G(\mathbb{A}_k)\). \textbf{Conjecture 1.} (Arthur, Clozel) \textit{For almost all finite primes \(v\), \(\pi_v \in \Pi(\phi_{\psi_v})\), where \(\psi_v\) is the Arthur parameter of \(\pi_v\).} Immediately from Theorem 1, the author obtains: \textbf{Theorem 2.} Assume Conjecture 1. Let \(\pi= \bigotimes_v \pi_v\) be a locally generic cuspidal automorphic representation of \(G(\mathbb{A}_k)\). Then \(\pi_v\) is tempered for almost all places \(v\) of \(k\). To proceed, the author makes the following conjecture: \textbf{Conjecture 2.} Let \(\pi= \bigotimes_v \pi_v\) be a cuspidal automorphic representation of \(G(\mathbb{A}_k)\). Assume that \(\pi_v\) is tempered for almost all or even infinitely many places. Then \(\pi\) is tempered, that is, \(\pi_v\) is tempered for all \(v\). Finally, Theorem 2 implies: \textbf{Corollary.} Assume Conjectures 1 and 2. Let \(\pi\) be a locally generic cuspidal automorphic representation of \(G(\mathbb{A}_k)\). Then \(\pi\) is tempered. The paper is instructive; it sheds a light on several important questions. One of its goals is to provide enough evidence for the following conjecture, which states that there should be no difference between the locally and globally generic cuspidal representations: \textbf{Conjecture 3.} Let \(\pi= \bigotimes_v \pi_v\) be a cuspidal automorphic representation of \(G(\mathbb{A}_k)\). Assume that \(\pi\) is locally generic with respect to local components of a generic character \(\chi= \bigotimes_v \chi_v\). Then \(\pi\) is globally generic. The author provides some evidence for each of the conjectures involved.
