The authors show that the non-nef locus and the restricted base locus of a pseudoeffective divisor coincide on KLT pairs. This generalizes a result of \textit{N. Nakayama} [Zariski-decomposition and abundance. MSJ Memoirs 14. Tokyo: Mathematical Society of Japan. (2004; Zbl 1061.14018)] for big divisors on smooth varieties. The authors also generalize Russo's characterization of nef and abundant divisors to KLT pairs.
