Summary: We consider the cotangent bundle \(T^\ast \mathcal{F}_{\lambda}\) of a \(\mathrm{GL}_n\) partial flag variety, \(\lambda = (\lambda_1,\ldots,\lambda_N)\), \(|\lambda| = \sum_i \lambda_i = n\), and the torus \(T=(\mathbb C^\times)^{n+1}\) equivariant cohomology \(H^\ast_T(T^\ast \mathcal{F}_{\lambda})\). In [\textit{D. Maulik} and \textit{A. Okounkov}, ``Quantum groups and quantum cohomology'', Preprint, \url{arXiv:1211.1287}], a Yangian module structure was introduced on \(\bigoplus_{|\lambda|=n} H^\ast_T(T^\ast \mathcal{F}_{\lambda})\). We identify this Yangian module structure with the Yangian module structure introduced in [\textit{V. Gorbounov} et al., J. Geom. Phys. 74, 56--86 (2013; Zbl 1287.81063)]. This identifies the operators of quantum multiplication by divisors on \(H^\ast_T(T^\ast \mathcal{F}_{\lambda})\), described in [Maulik and Okounov, loc. cit.], with the action of the dynamical Hamiltonians from [the second and third author, Acta Appl. Math. 73, No. 1--2, 141--154 (2002; Zbl 1013.17006); \textit{E. Mukhin} et al., ``Bethe eigenvectors of higher transfer matrices'', J. Stat. Mech. Theory Exp. 2006, No. 08, Article Id. P08002, 44 p. (2006; \url{doi:10.1088/1742-5468/2006/08/p08002}); \textit{V. Gorbounov} et al., J. Geom. Phys. 74, 56--86 (2013; Zbl 1287.81063)]. To construct these identifications we provide a formula for the stable envelope maps, associated with the partial flag varieties and introduced in [Maulik and Okounov, loc. cit.]. The formula is in terms of the Yangian weight functions introduced in [\textit{V. Tarasov} and \textit{A. Varchenko}, Algebra Anal. 6, No. 2, 90--137 (1994; Zbl 0818.33012); Invent. Math. 128, No. 3, 501--588 (1997; Zbl 0877.33013); SIGMA, Symmetry Integrability Geom. Methods Appl. 9, Paper 048, 28 p. (2013; Zbl 1288.82024)], in order to construct \(q\)-hypergeometric solutions of qKZ equations.
