An explicit formula for local densities of inhomogeneous quadratic forms is obtained. There are three main ingredients for the proof. The first is an isomorphism between Jacobi forms and vector valued modular forms. The second is \textit{T. Sugano}'s computations of Fourier coefficients of Eisenstein series in the space of Jacobi forms associated with a maximal lattice [Comment. Math. Univ. St. Pauli 44, No. 1, 1--58 (1995; Zbl 0840.11021)]. The third is the fact that \(f_{p}(S,\mu,m;t)\) appears as a local factor of Fourier coefficients of Eisenstein series in the space of vector-valued modular forms associated with the discriminant form of an even integral lattice. As an application of this result, an exact formula for the weighted average of the number of representations of an integer by an inhomogeneous quadratic form is also given.
