For Part I see [\textit{T. Krajewski}, \textit{V. Rivasseau}, \textit{A. Tanasă} and \textit{Z. Wang}, J. Noncommut. Geom. 4, No. 1, 29--82 (2010; Zbl 1186.81095)]. A new topological polynomial extending the Bollobas-Riordan one is defined which obeys a four-term reduction relation of the deletion/contraction type. This polynomial has a natural behavior under partial duality. The method allows one to write down a completely explicit combinatorial evaluation of the polynomials occurring in the parametric representation of the non-commutative Grosse-Wulkenhaar quantum field theory. An explicit solution of the parametric representation for commutative field theories based on Mehler kernel is also provided.
