    Kuznetsov formula connects explicitly eigenvalues of the Laplacian on the group \(\mathrm{GL}(2)\) with Kloosterman sums, in terms of Mellin transforms and Bessel functions. However, such a description is not available for \(\mathrm{GL}(n)\) when \(n\geq 3\). In the paper under review, studying the inner product of Poincaré series using spectral decomposition and Fourier expansion, the author proves a rather explicit Kuznetsov formula for \(\mathrm{GL}(3)\). As a byproduct, several applications are given including: (i) bounds for the weighted count in a `small' ball of the cuspidal spectrum of the Rankin-Selberg \(L\)-function, (ii) large sieve type estimates and optimal bounds for Hecke eigenvalues of the Hecke-Maaß cusp forms. The author also announces other applications of his Kuznetsov formula for \(\mathrm{GL}(3)\) in a forthcoming paper.
