To derive the strong continuity for semigroups of bounded linear operators on \(L^\infty(E,\mu)\), where \(E\) is a Polish space and \(\mu\) is a Radon measure, the authors introduce a new topology \(\mathcal C(L^\infty, L^1)\) on \(L^\infty\) induced by the uniform convergence over compact subsets of \(L^1\). With this topology, the Hille-Yosida theorem and a number of equivalent properties for the uniqueness of pre-generators on \(L^\infty\) are presented. These results considerably enlarge the existing theory on semigroups of positive linear operators. As applications, the uniqueness of one- and finite-dimensional diffusions as well as Schrödinger operators on \(\mathbb R^d\) are well studied.
