\textit{A. Yu. Khrennikov, V. M. Shelkovich} and \textit{M. Skopina} [J. Approx. Theory 161, No. 1, 226--238 (2009; Zbl 1205.42031)] discussed a wide class of orthogonal scaling functions generating a multiresolution analysis (MRA), but all of these functions are 1-periodic. In this paper the authors prove that all these scaling functions lead to the same Haar MRA and that there exist no other orthogonal test scaling functions generating an MRA, except for those described in the above paper. Also, the MRAs generated by arbitrary test scaling functions not necessarily orthogonal, are considered. The non-group structure of the set of standard translations is compensated by the fact that the sample spaces are invariant with respect to all translations by the elements of \(\mathbb Q_p\). The authors develop a method for constructing sets of wavelet functions and proved that any set of wavelet functions generates a \(p\)-adic wavelet frame.
