    This is a continuation of part I [the first author, Osaka J. Math. 29, No. 4, 837-850 (1992; Zbl 0802.35111)]. The authors study the asymptotic behaviour (as \(\varepsilon\to 0\)) of the eigenvalues \(\mu_j(\varepsilon)\) of the problem \[ - \Delta u= \mu u\quad \text{in} \quad \Omega_\varepsilon \subset \mathbb{R}^2,\quad u= 0\quad \text{on} \quad \partial\Omega, \] \[ u+ k\varepsilon^\sigma {\partial u\over \partial n}= 0\quad \text{on} \quad \partial B_\varepsilon,\quad \sigma\geq 1, \] where \(B_\varepsilon\) is an \(\varepsilon\)-ball in \(\Omega\), \(\Omega_\varepsilon= \Omega\backslash B_\varepsilon\). Their main result states that \[ \mu_j(\varepsilon)= \mu_j- 2\pi \varphi_j(x_0)^2/\log(\varepsilon)+ O(|\log(\varepsilon)|^{- 2}), \] where \(x_0\) is the center of \(B_\varepsilon\), and \(\mu_j\) is a simple eigenvalue of the corresponding unperturbed problem with eigenfunction \(\varphi_j\).
