In 1976 \textit{D. Ruelle} [Invent. Math. 34, 231-242 (1976; Zbl 0329.58014)] showed the meromorphicity of dynamical zeta functions attached to Anosov flows with real analytic foliations. The principal idea is to use the flow to construct transfer operators on differential forms in the stable directions of a Markov family and to exhibit the zeta function as Fredholm determinant of these transfer operators. Unfortunately it is a serious task to find flows with analytic foliations. For example, the geodesic flow of a negatively curved Riemannian manifold (the model for the notion of an Anosov flow) is only known to have analytic foliations in case the manifold is locally symmetric. In the present paper the author extends an innovative idea of H. Rugh to prove the meromorphicity for a broader class of flows. The idea is to consider real analytic forms in the stable directions and the dual space of these in the unstable directions. The wider class of flows now includes the geodesic flows on negatively curved Riemannian manifolds where only the metric is assumed to be real analytic but not the foliations.
