Two sets \(\{b_ 1,...,b_ k\}\) and \(\{d_ 1,...,d_ r\}\) of residues modulo v are called supplementary difference sets, or difference families, if every nonzero residue modulo v occurs the same number \(\lambda\) of times among the \(k(k-1)+r(r-1)\) differences \(b_ i-b_ j\) and \(d_ i-d_ j\) with \(i\neq j\). If v is odd and the parameters satisfy the extra condition \(\lambda =k+r-(v-1)/2\), then these sets can be used to construct a 2v by 2v matrix of \(\pm 1's\) of maximum determinant. These matrices are called D-optimal designs of order 2v. In the present paper this process is carried through for \(v=21\), 31, and 43. This gives the first constructions of D-optimal designs of order 86. The constructions of the supplementary difference sets were done by computer using multipliers.
