The author considers random block band matrices defined as follows. Let \(\Gamma = \{1,\dots,m\}^d\), \(m,d\in\mathbb{N}\), a set of lattice sites, each of which is assigned a copy of \(\mathbb{C}^W\) (the orbitals), where \(W\in\mathbb{N}\). The block band matrices are Hermitian matrices \(H_N\), \(N = |\Gamma|\times W\), and the entries \(H_{jk,\alpha\beta}\) (\(j,k\in \Gamma\), \(\alpha,\beta\in \{1,\dots,W\}\)) are Gaussian random variables with zero mean and covariance function \[ \mathbb{E}[H_{j_1k_1,\alpha_1\beta_1}H_{j_2k_2,\alpha_2\beta_2}] = \delta_{j_1k_2} \delta_{j_2k_1} \delta_{\alpha_1 \beta_2} \delta_{\alpha_2 \beta_1} J_{j_1 k_1}. \] The \(|\Gamma|\times|\Gamma|\) matrix \(J\) considered in this paper is given by \[ J = \frac{1}{W} + \alpha \frac{\Delta}{W}, \quad \alpha < \frac{1}{4d}, \] where \(\Delta\) is the discrete Laplacian on \(\Gamma\) with periodic boundary conditions. The author is interested in the local regime, that is the behaviour of the eigenvalues of \(H_N\) on intervals whose length is of the order of the mean distance between nearest eigenvalues. In this regime, the main objects of interest are the \(k\)-point correlation functions \(R_k\), \(k\in\mathbb{N}\). A consequence of the Wigner-Dyson universality conjecture is that the properly renormalized correlations functions should converge as \(N\to\infty\) to a limit which is universal and coincides with that for the Gaussian unitary ensemble. The author proves the latter in the case \(k=2\), \(|\Gamma|\) fixed and \(W\to\infty\), with a (technical) restriction on the range of the arguments in \(R_2\).
