This paper characterizes continuous linear operators \(\Psi : L^1(K) \rightarrow L^1(K)\) for which \( T_\mu \Psi = \Psi T_\mu\) are continuous where \(K\) is a commutative locally compact hypergroup or compact (not necessarily commutative) hypergroup, where \(\mu\) is a bounded complex-valued Borel measure on \(K\), and \(T_\mu\) is the corresponding convolution operator of \(L_1(K)\). The case of a noncommutative locally compact (not compact) hypergroup remains open. The result is a generalization of the group case established by \textit{C. Aparicio} and \textit{A. R. Villena} [J. Funct. Anal. 196, No. 1, 155--161 (2002; Zbl 1012.46055)].
