    A relative Rota-Baxter Lie algebra is a triple \(((\mathfrak{g},[\cdot,\cdot]_{\mathfrak{g}}),\rho,T)\), where \((\mathfrak{g},[\cdot,\cdot]_{\mathfrak{g}})\) is a Lie algebra, \(\rho:\mathfrak{g}\rightarrow \mathfrak{gl}(V)\) is a representation of \(\mathfrak{g}\) on a vector space \(V\) and \(T:V\rightarrow \mathfrak{g}\) is a relative Rota-Baxter operator, i.e. \[ (\forall u,v\in V)\qquad [Tu,Tu]_{\mathfrak{g}}= T(\rho(Tu)(v)-\rho(Tv)(u)). \] The present paper is devoted to studying the deformations and homotopy theory of relative Rota-Baxter Lie algebras. In Section 3, the authors apply Voronov's higher derived brackets to construct the \(L_\infty\)-algebra that characterizes relative Rota-Baxter Lie algebras as MC elements, and determine the \(L_\infty\)-algebra that controls deformations of relative Rota-Baxter Lie algebras. Then they introduced the cohomology of relative Rota-Baxter Lie algebras by using twisted \(L_\infty\)-algebras in Section 4, and show that for each of relative Rota-Baxter Lie algebras, Rota-Baxter Lie algebras and triangular Lie algebras, there is a bijection between equivalence classes of infinitesimal deformations and the second cohomology group. Finally, the authors introduce the notion of a homotopy relative Rota-Baxter Lie algebra, which consists of an \(L_\infty\)-algebra, its representation and a homotopy relative Rota-Baxter operator. They show that a homotopy relative Rota-Baxter operator corresponding to a representation naturally gives rise to an \(L_\infty\)-algebra, and a strict homotopy relative Rota-Baxter operator on an \(L_\infty\)-algebra induces a pre-Lie\(_{\infty}\)-algebra.
