    The authors continue their study of local Gromov-Witten invariants started e.g. in [Geom. Topol. 5, 287--318 (2001; Zbl 1063.14068)]. Relative invariants of the local theory are defined. They give rise to a \((1+1)\) dimensional topological quantum field theory taking values in the ring \(\mathbb Q[[t]]\). The associated Frobenius algebra turns out to be semisimple. Structure results for the local invariants are obtained. Closed formulas are given if either the target genus is one or the degree is one.
