The authors provide a framework to characterize toric ideals whose Graver basis, the Gröbner basis and a minimal generating set coincide. The method they introduce consists of associating to any toric ideal a new toric ideal which preserves the essential combinatorial and algebraic information of the original one. The new ideal is called the bouquet ideal of the toric ideal. It is constructed from the matrix of the toric ideal, using its natural oriented matroid structure. Passing from the toric ideal to its bouquet ideal reveals important structural information, such as the complexity of various generating sets of the toric ideal and their minimal free resolution.
