The stable stems \(\pi^{Gst}_*\) are the equivariant stable homotopy groups of equivariant pointed maps between unit spheres of orthogonal representations of \(G\). For \(k<0\), \(\pi^{Gst}_k\) is trivial and for \(G\) a compact Lie group, \(\pi^{Gst}_0=A(G)\), the Burnside ring. In the present paper, \(\pi^{Gst}_1\) is computed. The first main theorem is a calculation of the summands in the direct sum decomposition by \textit{Z.~Balanov} and \textit{W.~Krawcewicz} [Topol. Methods Nonlinear Anal. 13, No. 1, 91--103 (1999; Zbl 0943.47047)]. For a compact Lie group \(G\), \(\pi_1^{Gst}=\bigoplus\Pi_1(H)\) where the sum is over \((H)\in Or_G\) the isotropy type, and \(\dim W(H)\leq 1\), where \(W(H)\) is the Weyl group. For \(\dim W(H)=1\), \(\Pi_1(H)=\mathbb{Z}\) if \(W(H)\) is biorientable and \(\Pi_1(H)=\mathbb{Z}_2\) if not. For \(\dim W(H)=0\), \(\Pi_1(H)=\mathbb{Z}_2\oplus W(H)_{ab}\), where \(W(H)_{ab}\) is the abelianization of \(W(H)\). The second main theorem states that for a compact Lie group, \(\pi^{Gst}_1\) is finite if and only if \(G\) is finite. The main ingredient in this result is a proposition saying that for a non-abelian connected compact Lie group there exists an infinite family of nonconjugate subgroups with finite Weyl group.
