      \textit{A.\,Ya.\thinspace Khelemskij} and \textit{M.\,V.\thinspace Shejnberg} [Funct.\ Anal.\ Appl.\ 13, 32--37 (1979); translated from Funkts.\ Anal.\ Prilozh.\ 13, No.\,1, 42--48 (1979; Zbl 0416.46034)] proved that a Banach algebra \(A\) is amenable if and only if \(A_+,\) the unitization of \(A\), is a flat Banach \(A\)-module. Using this, they gave characterizations of amenability in terms of bounded approximate identities (b.a.i). This paper generalizes these results to locally \(m\)-convex Fréchet algebras \(A.\) The author gives a necessary and sufficient condition for a cyclic Fréchet \(A\)-module \(X = A_+/I\) to be strictly flat, for \(I\) a closed left ideal of \(A_+\). He proves that \(X\) is strictly flat if and only if the ideal \(I\) has a right locally bounded approximate identity (locally b.a.i). He also shows that, for quasinormable Fréchet algebras, the notions of b.a.i and locally b.a.i are equivalent, and gives a counterexample for a non-quasinormable commutative Fréchet algebras with a locally b.a.i, but without a b.a.i.
