A numerical algorithm for control of Internet congestions is proposed. This algorithm is based on the random early detection of the loss ratio and on the virtual rate control, and measures the latest packet loss ratio. The main idea is to use a new probability function for packet dropping. The stability, the response time and the robustness of the proposed algorithm are analyzed. Moreover, its performance is evaluated by a number of simulations.
