      The authors study the mean value of the type \(\sum_{a=1}^{p-1}a^{n}f^{2}(a)\). They obtain some asymptotic formulae. They give the mean value theorems for the Dirichlet \(L\)-functions. Let \(h\) be an arbitrary integer and \(k\) be positive integer. The Cochrane sums are defined by \[ c(h,k)=\sideset\and {^*}\to\sum_{a=1}^k((\frac{a}{k}))((\frac{ha}{k})), \] where \(\sum^*\) denotes the summation over all \(a\) such that \((a,k)=1\) and \[ ((x))= \begin{cases} x-[x] -\frac12 &\text{if \(x\) is not an integer}\\ 0&\text{if \(x\) is an integer},\end{cases} \] \([x]\) being the largest integer \(\leq x\). The authors give the mean value theorems for the Cochrane sums. They also give some applications on a problem of D. H. Lehmer, Kloosterman sums and trigonometric sums.
