The set of all minimal divisors at a given point for a meromorphic matrix function is described. The description involves restrictions of a local zero pair and/or local pole pair for the matrix function, and (for the case where the point is both a zero and a pole for the function) the local pole-zero coupling matrix introduced by Ball and Ran.
