A semantic approach to concept learning and induction is presented within the framework of the theory of rough sets. The problem is considered of definability of concepts in terms of information provided by an information system. The role of indiscernibility relations induced by information systems for acquistion of concepts is discussed. Next, a logic is introduced for expressing and proving properties of concepts defined up to indiscernibility relations.
