We study the evolution of an originally generated plane wave packet in a heavy liquid of finite depth located under ice, in the linear approximation. It is shown that the method of the steady phases is inapplicable in a neighborhood of all wavelengths. In this context the picture of the evolution of the initial perturbation in the liquid under the ice covering is different from the picture of the evolution in the liquid with a free boundary. In the second part of the article there is a study of the interaction of three wave packets of small but finite amplitude whose spectrum is concentrated in an \(\epsilon\)-neighborhood of the three wave numbers, which satisfy the conditions of synchronism. A system of nonlinear equations is derived which describes this interaction. The method developed by the second author [Sov. phys., Dokl. 31, 863-865 (1986; Zbl 0637.35077)] is used in order to find the class of exact solutions of this system, and it is shown in relation to waves under ice that all the solutions found possess singularities at some point of space at each fixed time. In the third part of the article a system of equations of three-wave interaction, refined by means of terms with higher derivatives, is derived. A class of steady solutions of this system is found. It is shown that wave packets with envelopes in the form of solitons propagate at the minimum group velocity without changes in shape. The proof of the stability of solitons is not given because of the restricted space in the present article.
