The author studies a three-dimensional, axially symmetric Keldysh-Sedov problem of finding a function u(r,z) harmonic in the halfspace \(z>0\) and satisfying mixed boundary conditions in the \(z=0\) plane. The author proves existence and uniqueness and offers a construction technique based on the almost 50 years old Neuber-Papkovich theory. However, the author's presentation is difficult to read and the geometric conditions have to be read several times before comprehension is possible. A few explanations and some narrative explaining Neuber- Papkovich-type relations between harmonic and biharmonic functions might help the reader. The situation is made worse and reading difficulties compounded by a poor translation.
