    Consider the local existence of solutions to the parabolic evolution equations \[ du/dt+A(t)u=f(t,u),\quad s<t\leq T,\quad u(s)=u_ 0, \tag{1} \] associated with the flow invariance condition \[ u(t)\in\mathbb{D}\cap D((A(t)+z_ 0)^ a),\quad s\leq t\leq T \tag{2} \] in a Banach space \(X\). Here \(T\) is a constant, \(0\leq s<T\), \(0\leq a<1\), \(\mathbb{D}\) is a closed subset of \(X\), \(z_ 0\) is a constant such that \(\rho(A(t)+z_ 0)\supset\{z\in\mathbb{C};\text{Re}(z)\leq 0\},A(t)\) generates an analytic semigroup \(e^{-rA(t)}\) for \(0\leq t\leq T\), and \((A(t)+z_ 0)^ a=(1/\Gamma(1-a))\int^ \infty_ 0r^{-a}(A(t)+z_ 0)e^{- r(A(t)+z_ 0)}dr\). Our main interest is Pavel's tangent condition [\textit{N. H. Pavel}, Isr. J. Math. 46, 103-122 (1983; Zbl 0535.35035); Nonlinear Anal., Theory, Methods Appl. 1, 187-196 (1977; Zbl 0344.45001)]: \[ \lim_{h\to 0^ +}\text{dist}_ X(U(t+h,t)v+hf(t,v),\mathbb{D})=0,\quad 0\leq t<T,\quad v\in\mathbb{D}_ a(t), \tag{3} \] where \(\mathbb{D}_ a(t)=\mathbb{D}\cap D((A(t)+z_ 0)^ a)\), \(U(t,s)v\) is the solution of (1) with \(f=0\), and \(u_ 0=v\). They show that if \[ U(t,s)\mathbb{D}\subset\mathbb{D}\quad\text{for } 0\leq s<t\leq T, \tag{4} \] then (1)-(2) is locally soluble if and only if (3) is valid.
