The author gives a construction of Hopf algebras over any commutative ring \(k\). The method involves looking at trivial \(n\)-parameter deformations of a Hopf algebra \(A\) over \(k\) and writing certain data as power-series in \(n\) variables. For example, if \(a\) and \(b\) are group-like elements in the deformation, then \(a-b\) is part of the data. The ideal of \(A\) generated by the coefficients of all these power-series is shown to be a Hopf ideal of \(A\). Many examples are given, some of which are related to the mod-\(p\) Steenrod algebras. Finally the author gives deformations of the Hopf algebras constructed over \(k\) using the twisting method of Drinfeld. These deformations are quasi-Hopf algebras.
