In this paper, the author presents results from her PhD thesis [Möbius-Differentialgeometrie von Hyperflächen, Stuttgart (1996; Zbl 0894.53024)]: she uses the fact that, in 3-dimensional space, a Willmore surface can be characterized by the fact that its central sphere congruence (conformal Gauss map) is central for the other envelope also [\textit{R.~Bryant}, J. Differ. Geom. 20, 23-53 (1984; Zbl 0555.53002), or \textit{W.~Blaschke}, ``Vorlesungen über Differentialgeometrie III'', Berlin (1929; JFM 55.0422.01)] as a definition for Willmore hypersurfaces in higher dimensions. The author gives various characterizations for Willmore hypersurfaces, defined in this sense.
