    The author considers the classical affine Weyl groups of types \(\widetilde {A}_ m\), \(m\geq 1\), and \(\widetilde {C}_ n\), \(n\geq 2\). Various presentations of the affine Weyl groups \(A_ m\) (\(m\geq 2\)) and \(C_ n\) (\(n\geq 2\)) which are respectively of types \(\widetilde {A}_{m-1}\) and \(\widetilde {C}_ n\) are given. By considering \(W_ a\) as a group of certain permutations on \(\mathbb{Z}\), each element \(w\) of \(W_ a\) is determined by a subset \(\Gamma_ w= \{(a, (a)w):a\in \mathbb{Z}\}\) of \(\mathbb{Z}^ 2\). Certain congruence relations are established on this set such that the number of corresponding congruence classes is finite. A certain partial ordering is then defined on the set of these congruence classes. Then the concepts of a chain and a \(k\)-chain family (\(k>0\)) in this partially ordered set are introduced. Let \(d_ k (w)\) be the cardinality of a maximal \(k\)-chain family of the set of congruence classes of \(\Gamma_ w\). Then it is possible to find the numbers \(d_ k (w_ J)\) for any \(J\subset S\) and any \(k>0\). The main result of the paper establishes a condition on an element \(w\in W_ a\) to be of the form \(w= x.w_ J.y\) but not of the form \(w= x'. w_ I. y'\) with some \(x,y,x',y'\in W_ a\) and certain \(J,I\subset S\) in terms of integers \(d_ k (w)\), \(d_ k (w_ J)\), and \(d_ k (w_ I)\), \(k>0\). The cells of the affine Weyl groups defined by D. Kazhdan and G. Lusztig play an important role in the representation theory of these groups and of the corresponding Hecke algebras. A nice and explicit description of these cells has been given for the affine Weyl groups of types \(\widetilde {A}_ m\), \(m\geq 1\), \(\widetilde {B}_ 3\), \(\widetilde {C}_ 2\), \(\widetilde {C}_ 3\), \(\widetilde {G}_ 2\) and partly for the group \(\widetilde {D}_ 4\). The main result has been used to give a new description for all the two-sided cells of the groups of type \(\widetilde {A}_ m\), \(m\geq 1\), and also for some two-sided cells of groups of type \(\widetilde {C}_ n\), \(n\geq 2\).
