Let \(\zeta_ \mathbb{Q}\) be the Riemann zeta-function, and let \(\{\rho_ k\}\) be the sequence of zeros with positive imaginary parts. A theorem of Cramér gives an analytic continuation for the associated theta function \(2 \pi iV(z)=\sum e^{\rho_ kz}\). We extend Cramér's theorem to a very general situation, whereby \(\zeta_ \mathbb{Q}\) is replaced by a function \(Z\), meromorphic, having an Euler sum for its logarithm and a functional equation, with sufficiently weak assumptions so as to cover not only the zeta and \(L\)-functions associated with number fields, but also functions of Selberg type associated with the spectral theory of manifolds, both for compact and noncompact Riemann surfaces and also certain higher dimensional manifolds. In particular, if \(z_ 0\) is not real, the function \(V(tz_ 0)\) has an asymptotic expansion for \(t \to 0\), \(t>0\). From such an asymptotic expansion, if follows that the general theory of regularized products applies to the sequence of numbers \(\lambda_ k\) defined by \(\lambda_ k=\rho_ k/i\).
