The topological arrangement of real algebraic curves on real algebraic surfaces is a problem, coming from Hilbert in the case of plane curves, in which the congruences of Rokhlin, Kharlamov-Gudkov-Krakhnov and Kharlamov-Marin are famous. The author of the paper under review extends these congruences and as application some new restrictions for topological configurations of curves of given degree in the ellipsoid and the hyperboloid are worth to be noted. Although it is not the main result of the paper, the reader should note that proposition 7.3 corrects a miscalculation in the classical Rokhlin paper [\textit{V. A. Rokhlin}, Funct. Anal. Appl. 6 (1972), 301-306 (1973); translation from Funkts. Anal. Prilozh. 6, No. 4, 58-64 (1972; Zbl 0295.14008)].
