Let \(G\) be a connected semisimple complex Lie group. The authors define and study the multiparameter quantum group \(\mathbb C_{q.p}[G]\) in the case where \(q\) is a complex parameter that is not a root of unity. Using a method of twisting bigraded Hopf algebras by a cocycle, they a develop a unified approach to the construction of these quantum groups and their multiparameter Drinfeld doubles. They describe the prime and primitive spectra of these quantum groups, generalizing Joseph's description in the one-parameter case. In particular the orbits in Prim \(\mathbb C_{q,p}[G]\) under the natural action of the maximal torus are indexed, as in the one-parameter case, by the elements of the double Weyl group \(W\times W\). Unlike the one-parameter case there is in general no bijection between symplectic leaves of \(G\) and primitive ideals in \(\mathbb C_{q,p}[G]\). If however the symplectic leaves are algebraic then such a bijection does exist since the orbits corresponding to a given \(w\in W\times W\) have the same dimension. There is some overlap here with recent work of \textit{C. Costantini} and \textit{M. Varagnolo} [Math. Ann. 306, 759-780 (1996; Zbl 0858.16035)].
