      A new model describing the propagation of electromagnetic waves over a plane surface is proposed; the surface impedance distribution \(\eta(x)\) is a continuous function monotonically varying from \(\eta_2\) to \(\eta_1\) along the propagation direction. In addition to these two parameters, \(\eta(x)\) is described by the parameter \(\delta\), defining the width of the ``transition'' region of the impedance distribution; the impedance can take any value from zero to infinity. The Grinberg-Fok model is a limiting case of our model and corresponds to the value \(\delta=0\). For the proposed model, an exact solution of the corresponding boundary value problem is found.
