The paper is the second part of [ibid. 17, No. 9, 805-818 (1996; Zbl 0890.58079), see the review above]. This part contains the proof of the main theorem of the paper. The basic working tools are the bundles \(F_n(K)\) and \(F_n^\# (K)\) associated to \(K\) respectively of orthogonal and orthonormal \(n\)-frames and further some properties of the non-autonomous system ordinary differential equations, defined on the Euclidean space \(E^p\), namely \(z'=zA(t) +f(t,z)\), \((t,z) \in\mathbb{R} \times E^p\), where \(A(t)\) for all \(t\in\mathbb{R}\) is a triangular matrix with 0 coefficients above the diagonal, continuous in \(t\) and bounded over \(\mathbb{R}\), and \(f(t,z)\) is continuous in \((t,z)\) and bounded, possessing some other required properties. In the appendix of this second part the definition of the \(\Phi_t\)-admissible perturbation is given.
