The authors construct a metric on any closed orientable surface admitting simple closed geodesics of arbitrarily high Morse index. They also show that on any 3-dimensional manifold there is a metric with embedded minimal tori of arbitrarily high Morse index. Additional comments on metrics without Morse index bounds are given.
