      In this paper, also part of his doctoral thesis, the author presents a topological and weakly equivariant classification of closed three-dimensional Alexandrov spaces with an effective, isometric circle action (a generalization of the topological and equivariant classifications of \textit{F. Raymond} [Trans. Am. Math. Soc. 131, 51--78 (1968; Zbl 0157.30602)] and \textit{P. Orlik} and \textit{F. Raymond} [in: Proc. Conf. Transform. Groups, New Orleans 1967, 297--318 (1968; Zbl 0172.25402)]). The work commences with the review of some basic results on the geometry of isometric actions of compact Lie groups on Alexandrov spaces (equivariant Alexnadrov geometry) setting the basis for defining the topological structure of the orbit space of a closed connected Alexandrov 3-space with an effective, isometric circle action (by assigning weights to the orbit space with isotropy information). The main result of this paper is the topological and equivariant classification of effective isometric \(S^1\) actions on non-manifold closed, connected Alexandrov 3-spaces with a special case where there are no exceptional orbits and the orbit space are homeomorphic to a 2-disk. Finally, an example to illustrate the theoretical concepts is the proof of the Borel conjecture for closed, connected Alexandrov 3-spaces with circle symmetry.
