    \textit{W. P. Thurston}, in his paper [Geom. Topol. Monogr. 1, 511--549 (1998; Zbl 0931.57010)], studied moduli spaces of flat metrics with \(n\) cone singular points on the sphere. He showed that these moduli spaces are equipped with complex hyperbolic structures and he described the metric completions of such moduli spaces in terms of lattice quotients of the complex hyperbolic space \(\mathbb{CH}^{n-3}\). In the paper under review, the authors consider the analogous theory in genus one, that is, taking the torus instead of the sphere. They study the moduli spaces of flat tori with \(n\) cone points and prescribed holonomy. This genus 1 case was already studied by \textit{W. A. Veech} [Am. J. Math. 115, No. 3, 589--689 (1993; Zbl 0803.30037)]. More precisely, Veech showed that these moduli spaces carry geometric structures which are not metrically complete and which are modeled on the complex hyperbolic space \(\mathbb{CH}^{n-1}\). In the paper under review, the authors study the completions of such metrics. They show that the metric completion of such a moduli space is obtained by adjoining to the moduli spaces certain strata that are themselves moduli spaces of surfaces of genus 0 or 1, obtained as degenerations of flat tori. They show that the \(\mathbb{CH}^{n-1}\)-structure of such a moduli space extends to a complex hyperbolic cone manifold structure of finite volume on the completion and they compute the cone angles associated to the different strata of codimension 1.
