The paper is devoted to the study of the bibliographical bulletin \textit{L'Enseignement mathématique} from its creation in 1899 to the 1920s. The author considers the initiatives and choices that Henri Fehr and Charles Laisant -- the founders of the journal -- made to carry out the editorial ambition as well as the limits and constraints of the project. The confrontation between bibliographical sections of other journals and \textit{L'Enseignement mathématique} is also considered. Another topic discussed in the paper is the different dynamics at work in the world of mathematical periodicals which the \textit{L'Enseignement mathématique} serves to depict.
