The subject of this paper is an important one in the study of differential equations with finite delay or infinite delay. Results presented in this work generalize other known results like those from [\textit{V. Poblete} and \textit{J. C. Pozo}, Stud. Math. 215, No. 3, 195--219 (2013; Zbl 1281.34107)]. The authors propose the definition for Fourier-multipliers in Lebesgue-Bochner spaces, respectively, periodic Besov spaces. With this notions and the Rademacher boundedness, a characterization of well-posedness of the considered problem can be given. The main results of this paper consist in establishing necessary and sufficient conditions of \( L^p \)-well-posedness, respectively \( B_{p,q}^s \)-well-posedness, of the problem \[\begin{cases} \alpha u^{\prime\prime\prime}\left(t\right) + u^{\prime\prime}\left(t\right) = Au\left(t\right) + bu^\prime\left(t\right)+Fu_t+f\left(t\right), \, t\in \left[0,2\pi\right], \\ u\left(0\right) = u\left(2\pi\right), \, u^\prime\left(0\right)=u^\prime\left(2\pi\right), u^{\prime\prime}\left(0\right) = u^{\prime\prime}\left(2\pi\right), \end{cases} \] where \( F \) is a delay operator from the Lebesgue-Bochner space \( L^p \), resp. periodic Besov space \( B_{p,q}^s \), into the Banach space \( X \). The last part of the paper contains two concrete examples which give some particularizations of the abstract results included in the present work.
