The work addresses the question, does it possible to suppress a blowup, which may occur in the parabolic-elliptic Keller-Segel model due to a singularity of the kernel corresponding to a predominantly attractive interaction. For this goal, a fractional operator (half-Laplacian) is introduced into the model. It is proven that the answer is positive: a proper weak fractional dissipation already leads to the desired property.
