The celebrated volume conjecture is originally stated by \textit{R. M. Kashaev} by using his knot invariant that is a sequence of complex numbers, where the claim is that the exponential growth rate of the Kashaev invariant is the same as the hyperbolic volume of the knot complement [Lett. Math. Phys. 39, No. 3, 269--275 (1997; Zbl 0876.57007)]. Later, \textit{H. Murakami} and \textit{J. Murakami} showed that the Kashaev invariant is nothing but the specialization of the colored Jones polynomial at the \(N\)-th root of unity [Acta Math. 186, No. 1, 85--104 (2001; Zbl 0983.57009)]. The generalization of the volume conjecture in various directions has emerged, and in particular, there is a pertubative expansion of the partition function, so called state integral model, by exploiting the ideal triangulation of the knot complement (or more generally, any cusped hyperbolic 3-manifold) [\textit{T. Dimofte} et al., Commun. Number Theory Phys. 3, No. 2, 363--443 (2009; Zbl 1214.81151)]. In the article under review the aim is to give a pertubative expansion of complex Chern-Simons theory around a hyperbolic flat connection on a closed 3-manifold. The authors modify the partition function of the state integral model to be appropriate for the Dehn-surgery presentation of 3-manifolds. Here, Thurston's hyperbolic Dehn-surgery theorem is mathematically crucial for the authors' construction since they use Thurston's gluing equation and the cross-ratio shape parameters to obtain the \(\mathrm{PSL}(2,\mathbb C)\) flat connection of a hyperbolic closed 3-manifold. It would be a foundational conjecture that this expansion should coincide with the asymptotic behavior of the WRT invariant of hyperbolic closed 3-manifolds at a specialization, for example, \textit{Q. Chen} and \textit{T. Yang} suggest a precise evaluation of WRT and Turaev-Viro invariants for the volume conjecture [Quantum Topol. 9, No. 3, 419--460 (2018; Zbl 1405.57020)]. In this theory, an important remaing task is to prove that the pertubative expansion is invariant under Kirby moves of Dehn-surgery presentations. (It is, of course, a corollary of the all-order-volume-conjecture.) This seems to be quite challenging, because little is known about the transformation rule of cross-ratio shape parameters of ideal trianguations under Kirby moves.
