      The authors consider the partial functional-differential equation \[ u'(t)+Au(t)+\int_{-r}^0 \,dB(\theta)u(t+\theta), \] where \(A\) is a sectorial operator acting in a Banach space \(X\) and \(B:[-r,0]\to {\mathcal L}(D(A),X)\) is of bounded variation and has no mass at \(0\). In order to construct the solution semigroup on some product space, the authors use a perturbation theorem of Weiss and Staffans and then, employing the spectrum of the semigroup and its generator, they analyze the exponential dichotomy and stability of solutions. In the special case when \(X\) is Hilbert, both exponential dichotomy and stability of solutions can be characterized by estimates on \((\lambda-A- \widehat{dB(\lambda}))^{-1}\in \mathcal{L}(D(A),X)\). As concerns stability, related results hold in general Banach space. The specific case \(B=\eta A\) with \(\eta\) a scalar-valued function is discussed in detail.
