The author considers reduced curves \(B\subset\mathbb{P}^2\) from the point of view of logarithmic Kodaira dimension \(\overline\kappa(\mathbb{P}^2- B)\). Let \(\overline P_n(S)\) denote the dimension of the linear system \(n(K+ D)\) where \(S\subset X\) is a good compactification of \(S\) and \(D= X- S\). The author proves a complete result, viz. \(\overline\kappa(\mathbb{P}^2- B)\geq 0\) if and only if \(\overline P_6(\mathbb{P}^2- B)> 0\). This is analogous to the criterion for ruledness of smooth projective surfaces. Furthermore, it is proved that if \(\overline P_2(\mathbb{P}^2- B)= 0\) then \(\overline\kappa(\mathbb{P}^2- B)= -\infty\) or 2. If \(\overline\kappa(\mathbb{P}^2- B)\geq 0\) and \(\overline P_4(S)= 0\) then \(B\) is a rational cuspidal curve constructed by S. Y. Orevkov. The proof uses the theory of non-complete algebraic surfaces developed by S. Itaka, T. Fujita, Y. Kawamata, M. Miyanishi and other Japanese mathematicians.
