We demonstrate that the six-dimensional rotation- and evolution-invariant submanifolds of the string phase space, under certain topological restrictions on their form, admit a one-to-one canonical mapping into the phase space of the ``oscillator+rotator'' system with subsequent quantization. In the Hamiltonian theory constructed, the string spin is an independent canonical variable, which guarantees the explicit Lorentz covariance of the quantum theory. The spin-mass spectra of states are obtained and the discrete symmetries of the system are investigated. The spectra consist of an infinite set of linear Regge trajectories. The intercept of these trajectories is not fixed and can be chosen in a way to ensure the absence of tachyons in the theory.
