The paper concerns local subgroupoids defined by \textit{R. Brown} and \textit{I. Içen} in Part I [Topology Appl. 115, 125--138 (2001; Zbl 1006.58016)]. This notion is a generalization of local equivalence relation investigated by \textit{K. I. Rosenthal} [Topology Appl. 13, 167--176 (1982; Zbl 0486.18012), Cah. Topol. Géom. Différ. 25, 179--206 (1984; Zbl 0559.18006)]. A local subgroupoid of a groupoid \(Q\) on a topological space \(X\) is by definition a continuous global section of the sheaf associated to the presheaf of wide subgroupoids \( U\mapsto Q| U\). The authors show that a basic topological groupoid notion ``star path component'' and the theory of coherence by Rosenthal lead to local subgroupoids of a wide class of Lie groupoids. The generalization requires the condition of the existence of a globally adapted atlas. This is motived by the construction of a locally Lie groupoid from a foliation [\textit{R. Brown} and \textit{O. Mucuk}, Cah. Topol. Géom. Différ. Catég. 37, 61--71 (1996; Zbl 0868.22001); \textit{J. Kubarski}, Suppl. Rend. Circ. Palermo, II. Ser 16, 119--124 (1987; Zbl 0655.57020)]. The key role from the point of view of applications (to the holonomy and monodromy theories) is played by the local subgroupoid \(c_{1}(Q,\mathcal{U})\) defined with the help of star path components \(C_{1}(Q| U)\) of the subgroupoids \(Q| U,\) \(U\in \mathcal{U}\subset Top X,\) where \(\mathcal{U}\) is a path compatible cover of \(X\). Other important examples of local subgroupoids are the ones coming from path connections.
