    The author considers the propagation of waves in cylindrical and rectangular waveguides with a small inner dielectric circular cylinder. TM and TE modes are considered for both types of guide and the analysis is carried out on the assumption that the field scattered by the cylinder is negligible. The results obtained for a cylindrical guide are consistent with those for a coaxial dielectric cylinder. In some modes the cutoff frequencies are increased, in others reduced whilst in some cases, they are, to the first order, unaltered. It is suggested that the results obtained may be used to measure permeability and permittivity of samples of material. Some numerical results are given in graphical form and in many cases the presence of the inner cylinder increases the bandwidth of the dominant mode.
