      This paper studies the spectral problem associated with the Kadomtsev-Petviashvili equation II (KPII): \[ q_t+ 6qq_x+ q_{xxx}= - 3D^{-1} q_y,\quad D^{- 1}:= \int^x_0\cdot ds, \] where \(q\) is a smooth period one function in \(x\) and \(y\). The author proves the existence of a discrete complex-valued spectrum of \(L_q\), in a Sobolev space of \(L^2(T)\), where \(L_q\) is the perturbed heat operator associated with the KPII and \(T\) is the torus \([0, 2]\times [0, 2]\). He then proves that the set of eigenvalues of \(L_q\) form a complete set of functionals along the KPII flow. A relation between these functionals and the ones found by \textit{A. S. Fokas} and \textit{P. Santini} [Stud. Appl. Math. 75, 179-185 (1986; Zbl 0613.35073)] is established. This leads, in parallel to the work done by P. Lax on KdV, to the proof of compactness of the isospectral set in \(L^2_0(T)\), where \(L^2_0(T)\) is \(L^2(T)\) restricted to functions with mean zero in \(x\).
